National Copyright Administration of the People's Republic of China (NCAC) (NCA-PRC)
SummaryOn July 25, 1985, the State Council established the NCAC, administered by the National Publishing Administration. The Commissioner of the NCAC is also the Administrator of the National Publishing Administration. In January 1987, the State Council established the Press and Publication Administration that is administered by the State Council. In 2001, the Press and Publication Administration was upgraded to Ministry status. The present minister of the NCAC is Mr. LONG Xinmin, and the vice-minister is Mr. YAN Xiaohong.
The NCAC's function is to organize the drafting of laws, regulations, and rules in relation to copyright, and to draw up copyright administravie policies and measures and organize their implementation. The NCAC also investigates and deals with copyright infringment cases having nationwide effect according to the law, and gives guidance to the local copyright administrative department on their work. The NCAC further approves the establishment of copyright collective administration organizations, and to supervise and guide them in their work.
